In line with the constitutional and legal mandates for transitional justice in Nepal, NASC has undertaken organization and management (O&M) surveys of the Truth and Reconciliation Commission (TRC) and the Commission of Investigation on Enforced Disappeared Persons (CIEDP). These commissions were established under the Enforced Disappearances Enquiry, Truth and Reconciliation Commission Act, 2014, to investigate grave violations of human rights and crimes against humanity committed during the decade-long armed conflict, and to contribute to peace, reconciliation, and justice. NASC was entrusted by the Ministry of Law, Justice, and Parliamentary Affairs to assess both the commissions` existing organizational structures, human resources, and management systems. This assignment is being implemented in phases and continues to support the commissions in strengthening their institutional capacity to effectively deliver on their mandates. The survey adopted a comprehensive methodology that included legal and policy reviews, examination of organizational frameworks, stakeholder consultations, and field interactions.
The major objectives of this assignment are to:
1. Review and analyze the existing organizational structure and human resources of the Commissions.
2. Assess alignment between the Commissions’ mandates, workload, and existing structure.
3. Recommend a revised organizational and human resource framework suited to the constitutional and operational needs of the Commissions.
