Recognizing the constitutional mandate of inclusion and social justice, NASC undertook a research study
on the representation of Indigenous Nationalities (Adivasi Janajati) in public organizations of Nepal. The study, aligning with the provisions of the Constitution of Nepal (2015), examined the extent to
which reservation and affirmative action policies have translated into equitable access and representation
in state institutions. The research focused on key public sectors, including the civil service, health, education, security forces, financial institutions, and other state entities. It explored historical exclusion, the effectiveness of constitutional guarantees and quota policies, and the lived experiences of public sector employees from Indigenous Nationalities in government institutions. By adopting both quantitative and
qualitative approaches ranging from data analysis of employment records to stakeholder interviews, the study generated a holistic understanding of existing gaps between policy design and practice. The outcomes of this study are expected to contribute significantly to evidence-based policymaking for enhancing inclusivity in Nepal’s governance system.
The major objectives of the study were to:
1. Assess the current status of Indigenous Nationalities representation across key public organizations.
2. Analyze the effectiveness of legal and policy frameworks governing inclusion, including quotas and reservation laws.
3. Identify gaps between policy and practice in promoting equitable access for Indigenous
Nationalities.
4. Recommend policy measures to strengthen inclusivity and representation in public institutions.
