Nepal Administrative Staff College (NASC), under the Governance and Development Management Learning Group (GDMLG) and the Centre for Procurement Management, commenced the Training Programme on Procurement of Goods for Local Level Officials today.
The five-day training programme, scheduled from 2083/05/01 to 2083/05/05, is designed to strengthen the knowledge, skills and practical capacity of officials involved in public procurement at the local level. The programme is being conducted at NASC with a focus on key aspects of procurement of goods, including procurement planning, preparation of technical specifications, procurement methods, bid evaluation, contract award and contract management.
Addressing the opening session, Mr. Yagya Prasad Dhungel, Center Head, Centre for Procurement Management, highlighted the importance of strengthening procurement capacity at the local level for ensuring effective, transparent and accountable use of public resources. He emphasized that procurement officials need not only a sound understanding of prevailing procurement procedures but also the practical ability to apply them effectively in their day-to-day responsibilities.
Similarly, Mr. Tulasi Sharan Sigdel, Department Head, Governance and Development Management Learning Group, emphasized the role of capacity development in improving the quality of public service delivery. He noted that competent procurement practices contribute directly to better resource utilization, timely implementation of development activities and enhanced institutional accountability.
The programme covers a comprehensive range of topics, beginning with Introduction to Public Procurement and Procurement of Goods, followed by Procurement Methods and Types of Contracts, and Preparation of Procurement Plan and Technical Specification, Qualification and Awarding Criteria. Subsequent sessions focus on Bid Document Preparation, Bid Opening and Evaluation, Contract Award, e-Government Procurement (eGP), Contract Management and Contractual Issues.
The training is structured around interactive and practical learning sessions intended to enable participants to better understand procurement processes and address practical challenges encountered at the local level. The programme also includes dedicated sessions on eGP, reflecting the growing importance of digital systems in public procurement.
