Title: Provincial Governance Institutional Arrangement in the Federal Nepal

Speakers: Dr. Jagadish Chandra Pokharel, Former Vice-chairperson, National Planning Commission and Trilochan Pokharel, Director of Studies, NASC

With promulgation of new Constitution in 2015, Nepal embarked into federal structure of governance having seven provinces and 753 local governments at sub-national level. As the new structures are working towards institutionalizing themselves, several anticipated and critical issues are unfolding. Institutional capacity of all levels of governments is one among them having its manifest on trust towards new system. Similarly, analysis and appreciation of the Constitutional provisions on roles of federal and provincial governments are the fundamental to delivering-restructure of the state.

Understanding the extent and scope of these complexities, helps create a supportive environment before these issues get complicated. This planned discussion series attempts to understand and analyze the issues and challenges of provincial governments for informed analysis and dialogue to resolve in future, in reference to major strengths and shortcomings of past efforts especially political and social movements and constitution making process.

Mr. Punya Prasad Neupane is the Executive Director at NASC. Prior to NASC, he has served as a Secretary for different ministries of Government of Nepal. Mr. Neupane has led several studies on administrative restructuring and federalism issues following promulgation of constitution.

Dr. Jagadish Chandra Pokharel is the Former Vice-chairperson of National Planning Commission, Government of Nepal. He has held several high level public positions, including a double-term service as the Vice-Chairman of Planning Commission, (2006-2008 and 2010-2013). Dr. Pokharel has led the design of Nepal’s National Development Plan for the post-conflict reconstruction and development.

Mr. Trilochan Pokharel is Director of Studies at NASC. He heads the Centre for Research and Development at NASC. Mr. Pokharel has worked as the Team Leader of ‘Nepal National Governance Survey (NNGS) 2017/18’. He has also worked as Deputy Team Leader for the ‘Sub-national Needs Assessment for Implementing Federalism’; Team Leader for Organization and Management Survey of Gandaki Province and several other administrative restructuring survey following promulgation of the Constitution.
