On 26 April 2024, Friday the groups of BAT-38, Karnali, Khaptad and Swoyambhu conducted a one-day seminar on Leveraging secured ICT for Public Service Delivery: “Ensuring Data Security and Accessibility and Efficiency”. Khaptad Group
Moderator Laxmi Khadka initiated the presentation by introducing the Department of Drugs Administration. She focused on the core functions of the department and the regional offices located in Biratnagar, Birgunj and Nepalgunj. As the first presenter, Yadav Bhattarai focused on the dimension of human resources deployed in the department. Similarly, Suraj kesari highlighted the business process re-engineering with simplification processes primarily focused on three dimensions i.e organization, product and process. Anisha Bokhim talked about ICT policy that helps in smooth running of the department. Osho Karn focused on the part of technology. He focused on DAMS, PMS, Security System and backup of the data too. As the final presenter, Raj Kumar Pariyar concluded the presentation by highlighting the takeaways and plan of the department.
Swoyambhu Group
Moderator Mr. Raju Gyawali briefed about the field visit, which was done on 10 Baisakh 2081 to understand the use of ICT in the Department of Land Management and Archive (DoLMA), Babar Mahal.
Mr. Prakash Acharya briefed about the effective use of ICT in the business process of land management through the application of LRIMS, PAM and DMS, promoting the work culture digitally. He additionally highlighted the administrative and technological challenges to overcome. Mr. Bikash Pariyar pinpointed the need for the rightful placement of skilled technological experts. He further exemplified the positive changes brought due to adoption of new ICT based changes in the service delivery of land administration. Ms. Ashrulata Banstola elaborated the ICT policy enlisted within the constitution. Mr. Prashant Panthee explained about the varied technologies and apps, applied in the effective service delivery. Last but not the least, Mr. Ramesh Sharma elucidated the most probable suggestions and solutions in the field of Human resource management, Business process, ICT policy and technologies, enhancing the effective use of ICT.
Karnali Group
In Karnali group, moderator Mr. Bimal Gautam elaborated about the field visit in Department of Health, Teku, Kathmandu.
Mr. Pharsuram Pokharel presented about Human Resource Management in DoH and IHIMS (Integrated Health Information Management System) Section. Mr. Prakash Gotame briefed about the service system in DoH. Mrs. Shrijana made clear about management and ICT policy of DoH and IHIMS, LMIS, HIIS. Mr. Saroj Bhusal briefed about security of ICT and at last, Mr. Pradip Paudel briefed about learning knowledge from field visit.
Overall, ICT played a vital role to enhance the working mechanism in every department for effective service delivery. With the paradigm shift in the generation of technologies, it is very challenging to adopt and implement such changes, but at the same time, we should embrace such changes and turn into opportunity, especially in the field of ICT.
