The Centre for Organizational Development organized a roundtable discussion on the issues and imperatives of public enterprises in Nepal on Ashad 5, 2081, aiming to shed light on both the challenges and imperatives faced by public enterprises. The event was chaired by the Executive Director of NASC, Dr. Rajan Khanal. Former Auditor General, Mr. Bhanu Prasad Acharya and Former Secretary of the Government of Nepal Mr. Bimal Wagle were invited as commentator and speaker respectively. Mr. Binod Kumar Bista, Senior Director of Studies, Ms. Anita Poudel, Director of Studies, and other NASC staff were also presented in the program. Representatives from nineteen institutions, including regulatory bodies and ministries participated in the program. At the beginning of the program, Ms. Poudel welcomed the experts and participants by highlighting the objectives and importance of the program.
Mr. Wagle, delivered a comprehensive thematic presentation on the concept, status, and key issues of public enterprises (PEs). He emphasized the rationale behind establishing and sustaining PEs, highlighted critical success factors for PEs in any nation, and concluded with recommendations for improving the functioning of public enterprises. Participants raised critical issues and questions, which the experts addressed.
Mr. Acharya, commented on the thematic paper, stressing the importance of economic and political factors in PEs performance. He emphasized the necessity of strategic partnerships in investment, technology, and management. He also pointed out that the bureaucratic mentality in the management of public enterprises is a major issue. He further raised concerns about the growing unfunded liabilities of public enterprises, which could become a significant challenge for the government. He concluded by stating that transparency and accountability are key solutions to the problems in PEs.
In the closing remarks, Dr. Khanal emphasized that effective public enterprise management requires all stakeholders' collective effort and commitment. He appreciated the input of experts and participants for their constructive discussion and expressed that such discussions and sharing of insights are valuable for decision-makers in the public sector.
