Public Service Seminar by the participants of DeV-CASE

The survey officer trainees of training program “Developing Competencies for Administrative Service Excellence (Dev-CASE)” organized a Public Service Seminar under Module IV on the theme “Public Service Delivery in Survey Offices: Current Status, Key Implications and Future Directions”. The event was held at Araniko Hall, Sampada Sadan, Nepal Administrative Staff College (NASC) on 22 Bhadra 2082. The seminar was officially inaugurated by Chief Guest Mr. Rajendra Adhikari through the unveiling of the program banner, in the presence of Special Guest Mr. Ram Kumar Sapkota and Guest Mr. Lila Nath Sapkota.The program was chaired by Er. Manoj Kumar Bhat and moderated by Er. Sanisha Gharti Pun.

Delivering his opening remarks, special Guest Mr. Ram Kumar Sapkota congratulated all survey officers on the occasion of Nijamati Sewa Diwas (Bhadra 22). He praised their contribution to public service and highlighted the value of learning through role play, maintaining discipline, punctuality, and time management. He further encouraged young officers to stay connected with NASC, build confidence in spatial practices, seek international exposure, and provide innovative contributions in their respective survey offices.

Following him, Chief Guest Mr. Rajendra Adhikari emphasized the importance of learning by doing, making mistakes, and improving through experience. He also underlined the role of team spirit, time management, and leadership as essential traits developed through self-learning and developmental courses. Furthermore, he encouraged participants to make programs more learner-centric, learner-led, and participatory-led, ensuring active engagement and meaningful outcomes.

Delivering the welcome remarks, Er. Ramesh Pariyar emphasized the growing responsibilities of survey officers and the importance of discipline, integrity, and time management in public service.

In the first session, Er. Dikshya Chand and Er. Alaya Banstola presented on " Public Service Delivery in Survey Office, Lagankhel: Current Status, Key Implications and Future Directions" showcasing pioneering practices in land administration, surveying and mapping. The second session was led by Er. Alisha Fago and Er. Pritam Gurung, who discussed on the "Public Service Delivery in Survey Office, Dillibazar:Current Status, Key Implications and Future Directions" and highlighted issues on land administration practices and client service delivery.

Adding critical insights, Er. Sunil Bhattarai and Er. Dinesh Chaudhary served as commentators, helping to connect technical findings with broader implications for public service reforms. The Chief Guest,Special Guest and guest encouraged participants to embrace learning by doing and to foster leadership skills alongside technical expertise.

Concluding the program, Chairperson Er. Manoj Kumar Bhat commended the presenters and commentators for their work and urged survey officer trainees to translate their learning into practice for the improvement of public service delivery. The seminar concluded with interactive discussions, which participants described as a valuable opportunity to bridge classroom learning with real-world administrative challenges.
