A delegation from the Nepal Administrative Staff College (NASC), led by Deputy Executive Director Mr. Bishnu Prasad Lamsal, conducted a week-long official visit to Sri Lanka from April 20–27, 2025. The visit aimed to facilitate knowledge exchange, explore best practices in public administration, and strengthen institutional partnerships with Sri Lankan counterparts.
The delegation commenced their visit at the SAARC Cultural Centre and the Embassy of Nepal in Colombo. His Excellency Purna Bahadur Nepali, Ambassador of Nepal to Sri Lanka, extended a warm welcome and provided valuable insights into opportunities for bilateral cooperation.
A significant engagement took place at the Sri Lanka Institute for Development Administration (SLIDA). Director General Mr. A. V. Janadara delivered a comprehensive presentation titled “SLIDA in Perspective: Institutional Mandate, Milestones, and Impact.” Representing NASC, Mr. Pramod Niroula, Deputy Director of Studies, presented “Nepal’s Experience in Public Sector Capacity Building.” The session fostered a robust dialogue on mutual learning and best practices in public sector development.
On April 23, the delegation visited the Ministry of Home Affairs, Public Administration, and Local Administration, as well as the Colombo District Secretariat. Discussions focused on governance frameworks, public service delivery mechanisms, and preparations for Sri Lanka’s forthcoming elections.
On April 24, the delegation visited the National Police Commission, where Chairperson Mr. E.W.M. Lalith Ekanayake provided a detailed briefing on initiatives to enhance service delivery. The delegation visited various divisions, observed operational workflows, and gained firsthand insight into the counting of postal ballots for the upcoming local-level elections.
The visit underscored NASC’s commitment to fostering regional partnerships and advancing excellence in public administration. The delegation expressed profound gratitude for the hospitality and knowledge shared by their Sri Lankan hosts, laying a strong foundation for sustained collaboration.
This visit represents a pivotal step in NASC’s ongoing efforts to enhance capacity building and promote innovative governance practices through international cooperation.
