Strengthening the Provinces: A Policy Dialogue

 

The three tiers of the government of Nepal have completed five years after the first election and the journey of the second five years has already commenced. While the Constitution has given federal, provincial, and local governments exclusive and concurrent rights, the Provincial government’s existence is yet not visible to the general public. Hence, an initial informal dialogue on  Strengthening the Provinces: A Policy Dialogue” was jointly organized by the Center for Federalism in Nepal Administrative Staff College, Public Policy Pathshala, and Niti Foundation. The event was held on 7th June 2023 at the Hotel Ambassador, Lazimpat, Kathmandu.
Honorable Prithvi Subba Gurung, Member of the House of Representatives and former Chief Minister of Gandaki Province, Mr. Lalbabu Raut, former Chief Minister of Madhesh Province, and Mr. Kedar Karki, former Minister of Internal Affairs and Law in Koshi Province shared their experiences on the achievements made by the three provincial governments. Furthermore, they also shared various political, administrative, and fiscal challenges faced by them during their tenure. Mr. Basanta Pokharel, Executive Director of Niti Foundation started the event and also stated the objectives behind organizing this event-preparing a policy brief. The event was moderated by Dr. Bipin Adhikari, a Constitution expert.
