NASC Discussion Series 67 on the occasion of NASC Annual Day

On the auspicious occasion of celebrating its 39th annual day on the 11th of Ashwin 2078, Nepal Administrative Staff College (NASC), Research and Consulting Services Department (RCSD), Centre for Research and Development (CRD) organized a high-level knowledge sharing event, NASC Discussion Series 67 (Special Edition) yesterday. The theme of the interaction programme “Historicity of Civil Service in Nepal: Experiences and Reflections” aimed to transfer the experience of highly honoured senior public administrators, path-makers and experts to new generations. The speakers of the interaction programme were two highly professional and dignified personalities Dr. Bimal Koirala, Former Chief Secretary, GoN and Mr. Shambhu Sharan Prasad Kayastha,  Former Executive Director, NASC, who contributed to the reform of the Nepalese governance and administration system in the past.

During the interaction programme, DR. Bimal Koirala enlightened the participants by sharing his succinct experience of civil service when he was serving as Chief Secretary of the Government of Nepal. His anecdotes and some untold stories during his tenure benefited the participants to gain additional knowledge about Nepal’s civil service from history till the present. In the end, he highlighted the perspectives on the future of civil service.

Similarly, Mr. Shambhu Sharan Prasad Kayastha enlightened the participants by sharing his experience when was serving as the Secretary of the Government of Nepal and the Executive Director of NASC. His anecdotes and some untold stories gained while serving the government and leading NASC, where he initiated transformation, added value in the knowledge of participants. He also presented a concise assessment of Nepal’s civil service at present and possible future scenarios. At the end of the discussion, he particularly highlighted the reform process in both NASC and civil services and the roles of NASC to prepare high performing civil service.

Dr. Rajan Khanal, Executive Director, Nepal Administrative Staff College, presenting his closing remarks and vote of thanks to the participants, summarized the key learning of the presentation and offered appreciation to the speakers on behalf of NASC.

The high-level knowledge sharing interaction programme was moderated and facilitated by Mr. Ananda Raj Dhakal, Senior Director of Studies and Head of Research and Consulting Services Department. Mr. Dhakal also presented his welcome remarks to the dignified guest speakers and participants.
