Nepal Administrative Staff College (NASC) has been awarded with “Policy Award, 2079 (Niiti Samman, नीति सम्मान, २०७९) by Policy Research Institute (PRI) on the occasion of PRI’s Forth Installation Day on 09 Ashwin in Kathmandu.
PRI established the award one year back in 2078 BS to recognize and acknowledge the institutions or persons with significant contribution in capacity building, research, knowledge creation and dissemination in the area of public policy. For a fair and credible selection of the awardee, PRI constituted a five-member independent selection committee in the convenorship of the former secretary of the Government of Nepal. The committee developed a set of objective criteria to assess 24 institutions, preliminarily enlisted for the award, and shortlisted six (6) out of them. The shortlisted institutions were further assessed on their actual and rigorous contribution to formulating and implementing public policies as well as in knowledge production and dissemination for capacitating the government. At the same time, institutionalization, continuation, and priority of the initiatives for policy capacity development were also assessed.

नेपाल प्रशासनिक प्रशिक्षण प्रतिष्ठान आश्विन ०९ गते नीति अनुसन्धान प्रतिष्ठान (Policy Research Institute, PRI) को चौथो स्थापना दिवसको अवसरमा सोही प्रतिष्ठानद्वारा प्रदान गरिने “नीति सम्मान, २०७९ बाट पुरस्कृत भएको छ । सार्वजनिक नीतिको क्षेत्रमा क्षमता अभिवृद्धि, अनुसन्धान, ज्ञान सृजना र प्रसारमा महत्त्वपूर्ण योगदान पुर्याउने संस्था वा व्यक्तिलाई सम्मान गर्न एक वर्षअघि बि.सं. २०७८ मा नीति अनुसन्धान प्रतिष्ठानले पुरस्कारको स्थापना गरेको थियो । पुरस्कारको प्रदान गर्न सँस्था/व्यक्तिको निष्पक्ष र विश्वसनीय छनोटका लागि, उक्त प्रतिष्ठानले नेपाल सरकारका पूर्व सचिवको संयोजकत्वमा पाँच सदस्यीय स्वतन्त्र छनोट समिति गठन गरेको थियो । समितिले प्रारम्भिक रूपमा पुरस्कारका लागि सूचीकृत भएका २४ संस्थाहरूको मूल्याङ्कन गर्न वस्तुनिष्ठ मापदण्ड तयार गरेको थियो र तीमध्ये छ (६) संस्थाहरूको छनौट गरी संक्षिप्त सूची तयार गरेको थियो । संक्षिप्त सूचीमा परेका संस्थाहरूलाई सार्वजनिक नीति तर्जुमा र कार्यान्वयनका लागि सार्वजनिक निकाय र सरकारको सक्षमता विकास गर्न, नीति सम्वध्द ज्ञान उत्पादन र प्रसारमा उनीहरूको वास्तविक र प्रभावकारी योगदानको थप मूल्याङ्कन गरिएको थियो । साथै, नीतिगत क्षमता विकासका लागि गरेका प्रभावकारी र नवीनतम पहलहरूको संस्थागत प्रयास, निरन्तरता र प्राथमिकताको समेत मूल्याङ्कन गरिएको थियो ।
कार्यक्रमका प्रमुख अतिथि पूर्वप्रधानमन्त्री डा. बाबुराम भट्टराईद्वारा प्रदान गरिएको सम्मान पत्र र नगद रू. एक लाख समेत रहेको पुरस्कार नेपाल प्रशासनिक प्रतिष्ठानका कार्यकारी निर्देशक डा. राजन खनालले ग्रहण गर्नु भएको थियो । ‘नीति सम्मान’ ग्रहण गरेपछि डा. खनालले सार्वजनिक नीति निर्माण र व्यवस्थापनलगायत सार्वजनिक क्षेत्रको क्षमता अभिवृद्धि गर्ने कार्यमा प्रतिष्ठानले निर्वाह गरिरहेको भूमिकाको उच्च कदर गर्दै ‘नीति सम्मान’ प्रदान गरेकोमा नीति अनुसन्धान प्रतिष्ठानलाई धन्यवाद ज्ञापन गर्दै बदलिएको शासकीय सन्दर्भमा थप पहल र प्रयास जारी राख्ने प्रतिवध्दता समेत व्यक्त गर्नु भयो ।
कार्यक्रममा नेपाल प्रशासनिक प्रतिष्ठानका उपकार्यकारी निर्देशक श्री विष्णुप्रसाद लम्साल वरिष्ठ अध्ययन निर्देशक त्रिलोचन पोखरेल, अध्ययन निर्देशक श्री राजेन्द्र अधिकारी, अध्ययन निर्देशक र प्रशिक्षण तथा अनुसन्धान अधिकृत श्री रोशनी भुजेलको समेत उपस्थिति रहेको थियो ।
The award was presented by Dr. Baburam Bhattarai, Former Prime Minister and received by Dr. Rajan Khanal, Executive Director of NASC. After receiving the award, Dr. Khanal thanked PRI for recognizing NASC for its role of public sector capacity building including public policy and expressed commitments to continue the efforts in the changed context.
The event was also attended by Mr. Bishnu Prasad Lamsal, Deputy Executive Director; Mr. Trilochan Pokharel, Senior Director of Studies; Mr. Rajendra Adhikari, Director of Studies and Ms. Roshani Bhujel, Training and Research Officer from NASC.
