A special Programme for handing over the Public Policy Proposals was organized by Centre for In-service Training (CIsT) on 18th Mangsir 2080 at Nepal Administrative Staff College (NASC). The programme was chaired by the Executive Director of NASC, Dr. Rajan Khanal. Chief Secretary of the Government of Nepal (GoN), Dr. Baikuntha Aryal, graced the programme as the chief guest and while Dr. Genesh Prasad Panedy, Secretary at the Office of the Prime Minister and Cabinet of Ministers (OPMCM), Mr. Kebal Prasad Bhandari, Secretary, Ministry of Labour, Employment and Social Security (MoLESS), Dr. Gobinda Prasad Sharma and Dr. Rewati Raman Sharma, Secretaries from Ministry of Agriculture and Livestock Development (MoALD) and Mr. Kedar Nath Sharma, Officiating Secretary, Ministry of Home Affairs (MoHA) were also present at the programme. The five policy proposals were prepared by the participants of the 45th Batch of Senior Executive Development Programme (SEDP).
Mr. Bishnu Prasad Lamsal, Deputy Executive Director of NASC welcomed the participants of the programme and briefly explained about the policy proposals. He further explained that these proposals have been prepared as mandatory requirement of the SEDP, however these proposals are prepared with much rigor and research works. He explained that the SEDP participants and NASC faculties work collaboratively including engagement with experts for testing probable agenda with evidence before the selection of the areas to work on policy proposal. He further appreciated the efforts as the work progresses, participants, NASC faculties work much rigorously along with consultation with subject experts.
The programme then was followed by the handover ceremony of the five policy proposal documents. NASC Executive Director handed over the policy documents to the chief secretary that followed handover to the respective secretaries of the concerned ministries of GoN by the chief secretary. The proposals were prepared on 'Promotion of Indigenous Crops'; 'Utilization of Knowledge and Kkills of Retired Civil-servants'; 'Management of Chemical Fertilizers'; 'Prisons Reforms/Management'; and 'Returnee Migrants' Resettlement'.
Chief Secretary Dr. Aryal, in his delibration thanked NASC and the participants of 45th SEDP who were intensively involved for the preparation of policy documents. He expressed his confidence on adoption of the policy by the concerned ministries while opted for needful work ahead for making them practical for implementation. Finally, he expressed his belief that the policy documents prepared with much toil of senior joint-secretaries along-with NASC faculties and experts of the subject-matter shall be rich capital, good references and milestone in federal context of Nepal. He extended his commitment to provide needful support from his end.
As a closing remarks of the programme, Executive Director Dr. Rajan Khanal expressed that NASC was eagerly waiting the moment to handover the policy documents to the GoN. He thanked all the participants of the 45th SEDP and NASC faculties who were involved in the process. He further added that the prepared policy proposal documents were the result of the six month long hard-work of the 25 Joint-secretaries of GoN and added that it will mark the pavement for the policy adoption and implementation by the GoN. He explained NASC views of selecting and preparing such policies by the involvement of senior officials as “A Seed Policy” that government can rectify further and can also identify many policies within the same policy gap. Finally, Dr. Khanal thanked the Chief Secretary, Secretaries of different line ministries, joint-secretaries and NASC faculties for their involved and supports.
