The closing ceremony of 35 Basic Administration Training (BAT) for the Revenue, Accounts, Audit, Parliament, and Foreign Service groups that started in online modality from 02 Falgun and converted to physical mode from 09 Falgun was done in 02 Chaitra 2078, Wednesday at Prithvi Hall, Nepal Administrative Staff College (NASC). Executive Director of NASC Dr. Rajan Khanal chaired the ceremony. Other distinguished guests present in the ceremony were Senior Director of Studies and Department Chief of Public Service Department (PSTD), NASC, Mr. Tulasi Sharan Sigdel, Deputy Auditor General, Mr. Ramu Prasad Dotel, Joint-Secretary from Ministry of Finance (MoF) Mr. Kedarnath Sharma, Joint-Secretary from Ministry of Foreign Affairs (MoFA) Mr, Prakash Kumar Subedi, Joint-Secretary from Federal Parliament Secretariat, Dr. Rojnath Pandey and senior faculties of NASC.
The program started at 3 PM as scheduled with national anthem. Director of Studies and Centre Chief of Centre for Induction Training (CIT), Mr. Trilochan Poudyal hosted the closing ceremony. After the national anthem, Mr. Poudyal invited Ms. Agya Regmi and Mr. Raghulal Karn as representative from the participants to share their experience on training, learning, and their expectations. Both the participants expressed the thought that the participants were very delighted with the initiatives of NASC and MoFAGA to train the newly appointed gazette officers despite the pandemic. They also expressed their satisfaction on receiving some practical insights from the experienced resource persons, which would be helpful for them in performing their jobs. They were happy with the socialization that were able to do at NASC during the training period. They expressed the need of longer training period for socialization and getting all the necessary knowledge and skills. On behalf of the participants, they thanked all the group coordinators and NASC for the effort to make the training program effective and useful.
Then Mr. Poudyal invited Department Chief, Mr. Tulasi Sharan Sigdel to share his views on the training program so far. Mr. Sigdel congratulated all the participants in successfully participating the training program in the pandemic situation too. He said the training has been successful to instill curiosity in the participants. It is now their role as a service provider to serve the public, who are waiting for them so they need to understand the changed context and role as a government gazette officer.
Then Mr. Poudyal invited Joint-Secretary from Ministry of Finance (MoF) Mr. Kedarnath Sharma for his encouraging speech to the participants. Mr. Sharma congratulated and welcomed the participants in the public service. He focused on three things responsibility, honesty, and professional competence to be a successful bureaucrat. He also asked the participants to lead a simple life and not to keep high expectations while serving own country.
Then Mr. Poudyal invited Joint-Secretary from Ministry of Foreign Affairs (MoFA) Mr, Prakash Kumar Subedi for his speech. Mr. Subedi also congratulated and welcomed the participants in the public service. He said this generation has a responsibility to establish many new things in public service. He also said besides the knowledge and skills from the training program the newly recruited gazette officers should develop networks and understand the sociology bureaucrats to perform well in their sector.
In the continuation of speech, Mr. Poudyal invited Deputy Auditor General, Mr. Ramu Prasad Dotel. Mr. Dotel focused on the continuous learning process, where he asked the newly appointed officers to learn new things by themselves as they are in reach of internet and technology. He expressed his feeling that modern bureaucrat should be technologically sharp and aware to improve the public service delivery.
Then Mr. Poudyal invited Joint-Secretary from Federal Parliament Secretariat, Dr. Rojnath Pandey for his speech. Dr. Pandey expressed his idea that the modern bureaucrats has to be jack of all, work in team, know what to search and where to search for knowledge. He also said that the journey ahead is long and there are equal amount of chances for positive and negative events in life, which they need to embrace and move in their journey.
Then the important part of the ceremony came where the Executive Director of NASC, Dr, Rajan Khanal provided all the 109 participants with the certificate of participation, in the presence of the respective coordinators. Dr. Khanal congratulated the participants in their successful completion of the training program. He said the training is not everything but it is a starting point for their career ahead, which has helped them to create networks and learn how to learn ahead. He also expressed a Zen philosophy about the need to continuous learning “When a student is ready then a teacher emerges”. He shared three saying from the Bill Gates Memoir, Determination, hard work and acceptance of feedback to be a good bureaucrat and serve the people. Then he announced the end of the formal program.
