In 1993, Nepal Stock Exchange (NEPSE) had been established to manage and promote the capital market in Nepal. The vision of  NEPSE is to contribute to the creation of the wealth of nation by adding value through trading of securities, and its mission covers the areas such as strategies to the growth of the capital market, provide facilities to trade equities, bonds, debt securities, and derivatives and maintain a balanced and responsive regulatory framework that will enhance market integrity and investor confidence.

The objective of this study is to carry out the O&M survey of NEPSE and propose an organizational structure based on the nature and scope of the work of the organization. The specific objectives are to:

  1. Propose an organizational structure of NEPSE.
  2. Propose new staffing standards aligned with the organizational structure and functions of NEPSE.

Service Rendered to Beema Samiti
To achieve the goal mentioned in the preamble of the Beema Ain 2019, Beema Samiti (Insurance Board) is formed as an autonomous body. The mandate of Beema Samiti is thus to systematize and regulate the insurance business. To attain to the vision of Beema samite to "Transform Beema Samiti Insurance Board) into highly prestigious and leading Institutions of Nepal, regular intervention is required from the management to ensure that the present organizational structure and available human resources support the same.
The Consulting project aims to provide professional recommendations on creating an appropriate organizational structure and human resource management which shall help Beema Samiti's working system be efficient, innovative, realistic, competent, and effective. The specific objectives are to:
i.    Review the existing structure against the scope of work and propose an organizational structure that best fits for the attainment of Beema Samiti's objective, if relevant.
ii.    Propose a new staffing standard aligned with the new organizational structure and functions of Beema Samiti.
iii.    Prepare detailed Terms of Reference (ToR) of departments as proposed in the new organization structure.

Service Rendered to B.P Koirala Institute of Health Sciences (BPKIHS) 

Phase I: Management Audit
B.P. Koirala Institute of Health Sciences (BPKIHS) was established on Jan 18, 1993, and subsequently upgraded as an autonomous Health Sciences University on Oct 28, 1998, with a mandate to work towards developing a socially responsible and competent health workforce, providing health care & involving in innovative health research. The Institute, located in Eastern Nepal, has extended its continued health services through teaching district concept to Primary Health Care Centers, District Hospitals, and Zonal Hospitals in different districts of the region.
The objective of this study is to conduct a factual study and analysis of the management policies, procedures, and practices adopted by BPKIHS and to propose suggestions for enhancing the organizational effectiveness on the basis of the results obtained from the management audit.

Service Rendered to Civil Hospital 

Civil Service Hospital (CEH) was officially inaugurated on 30th May 2009 in the scenario where no dedicated healthcare institution was conceptualized for the civil servants of the country. CSH is located in Minbhawan, Kathamandu and it is an autonomous government institution under the Ministry of Federal Affairs and General Administration (MoFAGA). The hospital is operating as a nonprofit hospital and provides its services to civil servants, their families at a subsidized rate and to the general public at a normal rate. The hospital is currently operating as a 132-bedded and fully equipped with modern healthcare equipment providing advanced medical and surgical services.
The hospital has planned to expand its services by adding more beds in a new facility. The current workforce and the organogram of the hospital is planned prior to the expansion. For proper functioning, it is important to have a proper organizational structure with well-defined roles and responsibilities as per the scale of the operations. The specific objectives are to:

  1. Review and analyze the core function of Civil Service Hospital.
  2. Analyze the job functions of the staff at Civil Service Hospital.
  3. Propose the human resource and an organogram compatible with the functions of the CSH.

Service Rendered to Medical Council

Nepal Medical Council (NMC), established in 2020 B.S under the Medical Council Act, 2020 mainly functions as a statutory body that regulates the medical education and the registration and licensing of medical doctors. The changing governance landscape of Nepal after the promulgation of the new constitution and establishment of the Medical Education Commission (MEC) in 2075 has brought some changes in the functional areas of the NMC. With the function of MEC, some of the regulatory functions of the NMC are transferred. MEC is now involved in the regulation of medical colleges and NMC has been focusing on the certification of medical doctors, compliance with ethical standards, and other newer initiatives for making the medical field more quality-focused, robust, and reliable.
For the proper functioning of any organization, it is important to have a proper organizational structure with a well-defined role and responsibilities. The main objectives of this study were to carry out the O & M survey of NMC and propose an organizational structure based on the nature and scope of the work of the organization. The specific objectives were to:

  • Review and analyze the core functions of NMC.
  • Analyze the job functions of the NMC staff.
  • Propose human resources and an organogram to address the problems faced by NMC to carry out the functions effectively and efficiently.
  • Identify and define job descriptions with Key Performance Areas (KPA) and Key Performance Indicators (KPI).

Service Rendered to Gandaki Province 

As a strategic initiative to support subnational governments in their institutional development, NASC provided consulting services in the organizational restructuring of Gandaki Province. A consulting team was composed to provide technical support in the overall assignment. After rigorous effort and series of consultations with the Chief Minister, Ministers, officials of Gandaki Province, and concerned stakeholders; Organization and Management Survey report was submitted to the Chief Minister Hon’ble Prithvi Subba Gurung. The report contained detailed structure of different organizations of the Province Government, staffing standards for the proposed structure and innovative service delivery mechanisms to excel in the federal system of governance.
