Support Nepal Administrative Staff College (NASC) to integrate Gender Equality and Social Inclusion (GESI) and Gender Responsive Budgeting (GRB) in the training curriculum and provide trainings to further enhance capacities of Government officials in line

The NASC, a national level autonomous institution, established under the Nepal Administrative Staff College (NASC) Act 1982, aims to provide necessary training for the employees of the Government of Nepal and Public Enterprises; identify measures for enhancing the capability of administration of the Nepal Government and management of public enterprises to contribute towards economic development programme of the country; and undertake problem-oriented research, consulting and information service programmes for preparing training materials and making training more useful. The agency is one of the authorized agencies mandated for building capacity of the government official (Gazetted -officer category only) by providing different trainings; induction, core and specific. NASC, as per its mandate and practice could be instrumental to help government officials to build gender competence and acquire the knowledge and skills necessary for implementing GESI and GRB in their areas of work. One of the strategies that NASC is following to effect individual (government officials) and collective transformation towards gender equality through consciousness raising, empowering learning, knowledge building, and skill development.

Goal and Objectives

The goal of this collaboration is to enhance capacity of public service providers in gender equality and social inclusion and gender responsive budget so that they will perform to achieve the national commitment of gender equality and women empowerment.

Specifically, the objectives of the collaboration will be the following:

  • Review of existing manual on GESI and GRB and design a standalone course package (trainer’s and trainee’s manuals, training material on GESI and GRB),
  • Enhance capacity development of NASC faculties on GESI and GRB,
  • Provide foundation for mainstreaming GESI and GRB courses into capacity development programme offered by NASC and enriching the resource center, and 
  • Establish resource centre for GESI and GRB at NASC.
