Nepal Rastra Bank (NRB) is in the process of achieving Vision to become “A Modern, Dynamic, Credible and Effective Central Bank” through effective implementation of the Strategic Plan 2012-16. Appropriate organization structure and competent human resource is the key for successful implementation of strategy. In the changing context of federal structure of the country, NRB also requires structural adjustments to deliver central banking functions effectively and ensure financial stability in the country. In this connection, NRB and NASC entered into an agreement for NRB restructuring- designing organization structure and recommendations for effective human resource management system.
The project aimed to provide professional recommendation for new structure of NRB with functional terms of responsibilities, number of positions and projection of manpower as per new structure, and required changes in human resource management system. As a collaborative process to diagnose the real needs and co-construction of system design and process reengineering, the study encompassed analysis of organization and jobs, number of positions, demand and supply of human resources in the frame of strategic orientation of NRB through functional level discussions and review of relevant rules, policies at national level and practices of similar institutions at international level.
